I am not sure I fully understand.. However....

If you do not allow new planet's into the spaw rate, then the overall game mode will become:
1) "The Wall's of Jericho" - He with the heviest Fortification's survives....
2) "Scorched Earth Policy" - Capture system, strip resource's, obliterate - move to next system

This is my impression
